Public offer

Agreement on the use of the qd.uz services. Edition 1 of 17.10.2026.

1. General provisions

1.1. This document sets out the terms of use of the services that KURBANOV ILHOMJON URMANOVICH (TIN 478876923, address: 116, Yakkasaray district, Tashkent; the "Provider") renders through the qd.uz website and its Telegram bot.

1.2. The document is a public offer under Article 367 of the Civil Code of the Republic of Uzbekistan: an agreement on these terms is concluded with any person with legal capacity who accepts the offer.

1.3. Acceptance (full and unconditional) of the offer is ticking "I accept the Public offer and the Privacy policy" in the sign-up form or pressing "I accept" in the personal account. The date and time of acceptance are kept in the Provider's database and confirm the conclusion of the agreement. Under the Law "On Electronic Commerce" an agreement concluded electronically is equal to a written agreement.

1.4. The User is an individual aged 18 or over, or a representative of a legal entity, who has accepted the offer.

2. Services

2.1. The Provider renders the following services:

• creating short links, redirecting through them and showing click statistics;
• notifications (digest) and reports on the state, registration term and release of 2–4 character .uz domains, based on public WHOIS/DNS data;
• the personal account, the balance and auxiliary functions.

2.2. Domain data come from public sources and are provided for information only. The Provider does not register domains and is not a registrar; the release of a domain or the possibility to register it is not guaranteed.

2.3. The services, prices and terms are published on the website. A paid service is charged at the rate in force when it is chosen.

3. Payments

3.1. Paid services are charged to the User's internal balance. The balance is topped up through Paynet; the money is credited after the Provider confirms the payment.

3.2. Prices are in Uzbek soums. Prepayment discounts are shown in the rates on the website.

3.3. Money paid for a rendered service (the term of a reserved short link, a subscription period) is not refunded unless the law provides otherwise. If a service is not rendered through the Provider's fault, the amount is returned to the balance on the User's request.

3.4. An unused balance is refunded on the User's written request, by the method of the original payment, within 10 business days.

4. Rights and obligations

4.1. The User shall:

• give true data when signing up and not disclose the password or confirmation codes;
• not point short links to materials contrary to the law of the Republic of Uzbekistan (malware, phishing, fraud, extremist or pornographic materials, copyright-infringing content, spam, etc.);
• not try to disrupt the service, collect data automatically in bulk or bypass its protection.

4.2. The Provider:

• takes reasonable measures for uninterrupted operation and announces maintenance in advance where possible;
• processes the User's personal data under the Privacy policy;
• may block links that breach clause 4.1 without notice and suspend the account for repeated breaches;
• may amend this offer. A new edition is published on the website; until the User accepts it, the paid and other functions of the account are temporarily closed.

5. Liability

5.1. The parties are liable for non-performance under the law of the Republic of Uzbekistan.

5.2. The Provider's liability is limited to the amount the User paid for the service concerned in the last 3 months. The Provider is not liable for indirect losses or lost profit.

5.3. The User who created a short link is responsible for the content of the page it leads to.

5.4. The parties are released from liability in case of force majeure.

6. Disputes

6.1. Disputes are settled by negotiation. Claims are sent to info@qd.uz and considered within 10 business days.

6.2. Failing agreement, the dispute is heard by the court at the Provider's location under the law of the Republic of Uzbekistan. Consumers enjoy the rights given by the Law "On the Protection of Consumer Rights".

7. Term

7.1. The agreement takes effect on acceptance and is concluded for an indefinite term.

7.2. The User may delete the account and terminate the agreement at any time; clauses 3.3–3.4 apply.
